overclocking my 3770k

So I've been looking into overclocking my 3770k.

+5v and +12v in the hwmonitor are missreadings. I've confirmed it to be 5v and 12v in the bios.

This is at stock speeds after a 10 minute run in prime95, (get about the same temps when I play battlefield 3)
think I did a poor job applying the thermalpaste though. it's a noctua NT-H1, and will redo it later.
Cooler I'm using is a H60. I've set the cpucooler to increase its speed when the cpu hits 60degrees.

Even at stock speeds, It "feels" like the temperatures is a bit high on the cpu, and I'm not sure on how high exactly the safe operating limits on the 3770k is.

Now, for the overclocking itself. I have looked into it. If I increase the turbomultiplier from x37 on all cores to, let's say x42, it'll boost itself to 4,2ghz in cpuid, and go down to 1,6ghz when idle. (this is with cpumultiplier set to auto in the bios).
However, If I leave turbomultiplier alone, and increase the cpumultiplier to x42. The frequency on the cpu is a constant 4,2ghz. It never goes down to 1,6ghz when idle.

I have looked around in the bios while googling around to test different settings to see if it would change its multiplier when idle and under load.

so my 1st question is. How are the temperatures as is? (I've only currently derped around with overclock and experimenting, so all the voltaging in the bios is set to auto and not been done manually. I will be doing it all manually when I do it seriously so I assume the temperatures might be better when I do it.
Oh, and a turbomultiplier at x42 with autovoltage setting the vcore to 1,176 (I think I remember at the top of my head, and temperatures rising to 65-70c)

2nd. When overclocking. Is it safe to have the cpu running at a constant high frequency? even when idle if the frequency is 4,2ghz, the temperatures stay low around 30 degrees when not under load. it's just that the multiplier will not change from x42 to x16 between during load and idle.
