How to funnel bandwidth to a primary PC on network?

So basically, my roommate generally comes home and starts streaming on netflix as he's going to sleep every night - 3 of these nights is like right when I'm an hour into my 4 hour raid. When he does this, my latency shoots up to 800-1800ms for about 30 minutes (until he's asleep and no longer streaming anything new).

Is there any way to throttle how much Internet (bandwidth? I'm not a computer guy) he's using? I realize WoW does not take a whole lot of bandwidth, but it's killing my ability to raid and I had to sit for an hour the other night which meant they had a harder time killing H: Horridon with someone who doesn't pull as much DPS as me.

I have a Gateway SMCD3GN router (it's mine - he's rooming here for at least 6 months while his girlfriend is overseas because they decided to sublet their place for some extra income) if that helps at all - There's an online .pdf file that's a guide, but I don't really understand any of it.

TLDR - roommate streams shit during raid - makes me lag like crazy - need to figure out how to make it so his streaming won't lag me.
