Hozen Peace Pipe...work on the new Shado-Pan faction?

Does anyone know if the Hozen Peace Pipe will work on the Shado-Pan Assault? I assume that it wont work with the "offensive's" as they arent considered denizens of the continent...but I am unsure about this new one.
