Ret help!

I am looking for some more experienced ret players who min max to help me with my rotation.
I feel like I'm under performing compared to other rets on wol.

This is my current rotation, based off simcraft and elitistjerks.

Inq <=3 seconds
Tv/ds 5hp
es/lh
hotr at 7 targets, simmed better for my gear in simcraft
how
exo
judgment aw or <=20 health
tv/ds 3-4hp with aw or <=20 health
cs/hotr
tv/ds 3-4hp
judgment

Cooldowns usage, I am running holy avenger right now.
I pop goak wait 10 seconds then pop aw/ha gloves then execution sentence

I was reading that I should prioritize how over es/lh, but I was wondering what others thought.

My numbers, 260k burst with prepot
Seems low compared to other rets
513 ilvl, trinkets: shadopan/lfr horridon, t15 2p bonus
