Instead of the buffing/nerfing a spec/class, approach Blizzard should increase the cd of Silence/Stuns/Blind/etc by 75-100% (In arena and random bgs and rated bgs only), and also decrease the duration by 30%.
They can't take away a specific class or specs cc because if a different class has a similar mechanic they will hear outrage like "Why does x Class get to keep their cc but ours gets taken away?"
It's essentially a catch 22 and just changing around resi/power isn't going to have a big enough impact to determine skill, especially at lower mmr.
Changing the base Cds is the only way to really combat the problems that are present. Classes with cc that have lower cd times can have a major advantage when paired with another class with similar cd time.
As a whole, most specs do have some defensive skills to mitigate some of the damage from a burst phase. When you pair it with a chain stun/silence/root/snare/fear there isn't much a person can do. No it won't stop everything but most defensive cds are generally higher than the cc cds so even if you weren't silenced you would have to pop more defensive cds with longer cds.
Basically they can re-cc in relatively short time while you won't have any self defensive skills to counter.
