Problem with ASUS HD 7770

That is my system specs. I use a desktop tower. Whenever I plug the card in it has no display. I have to plug my monitor into the on board graphics to see anything. When I do I get a message that says AMD control panel has been disabled because the AMD display driver is not running. I have an option to either cancel or reset. Neither of which seem to actually do anything.

The Card I am attempting to use is the ASUS HD 7770 DirectCU 1GB GDDR5. It was featured in the computer setup of the month by Chaud. This is the second card I've had. The first one did the same thing but I thought it was defective so I sent it back and got a new one. But this is doing the same thing so it must be my computer.

And yes I am inserting the card into the correct slot and removing the current one. I'm just not sure how or why the display driver is not working. I used the CD to install everything. Any help would be appreciated.
