Best use of RoR trinket

Hey everyone,

Long time lurker but thought I would post to clarify something.

What is the best way to use the RoR trinket. Would it be wait until 1 second left on the proc and then pop Tigereye to get the full benefit with haste/crit back?

Also what if you had say 15 or so stacks when it procs or would you use 10 then as you could almost get 10 stacks again before you would need to use it just before it ran out?
