WW PVP -- Am i doing something wrong?

To set this up a bit, (and please no its a duel who gives a shit, i quite enjoy dueling) i had a friend invite me to darkspear via party just to duel random people because i was bored. I happened across this ww monk in t2 2/2 malev weapons and quite a bit of tyrannical. Me being somewhat undergeared still having a few dreadful pieces i thought it would be a good opportunity to see how i match up. So we duel, and as expected he hits like a truck. I go completely defensive. I get to a point where i can see hes going hard for the kill and he uses his nimble brew, and trinket offensivly so i decide to go offensive a little bit and drop him to roughly 10-7% health (just eyeballed it he was in ToD range) Right as my FoF ended he FSKed away, used shadow meld, and flew up in the air. So i fly up and ask him why he flew away and he responds:

I don't think running around waiting for cds is eaither fun nor skillful.(Paraphrasing)

So that leads me to my question, am i required to sit still and let him hit me? Am i supposed to just randomly run in without any sort of mitigation and get my face kicked in. I was always under the impression a monk v monk duel was a cat and mouse style play where you constantly try to counter each others action and predict their cds. Am i doing something wrong, am i just supposed to burst him befor he bursts me. Did i break some duel etiquette i didn't know about?

Am legitimately at a loss of words so if anyone can please elaborate i would appreciate it.
